ControleToevoegenDeelnemersAanOpleiding

Controleren of alle personen uit de reeks met persoonId's op de opgegeven opleiding kunnen worden ingeschreven. Hierbij rekening houden met wachtlijsten van mensen, beschikbaarheid, ruimte op te opleiding (max deelnemers).
